We just received a letter from FRA denying the City’s request for a waiver for the federal train noise rule. The basis of denial was that, without the installation of barriers, the City’s proposal did not maintain or enhance safety at intersections.

The letter offers justifications and several recommendations for the City to continue to address downtown train horn noise. Of note, FRA staff has been directed to work with Federal Highway Administration (FHWA) and Federal Transit Administration (FTA) to develop a Fort Collins Working Group that will assist the City with next steps. This is an unprecedented step at working with the City on solutions.
