We have a IGA with the Town of Windsor that we would agree on what could and what could not go into those four corners of I-25.  The initial agreement says that car dealerships cannot go there for ascetic reasons.  Clearly, it really shouldn’t matter as much about what goes there as the importance of how the design and entrance will appear to the public eye.

Nevertheless, Windsor town board has to decide if what is being proposed is economically feasible for them as well.  The direction from last night’s joint meeting (February 1, 2016) with our City Council and the Town board of Windsor was for the two entities (staff) to work out a modification of the IGA and determine any specific additions needed to upgrade the appearance of the gateway into Windsor (SE corner within the town of Windsor), and/or percentage of type of business/residential/other commercial will dominate or not dominate the development site.  The majority of the two councils agreed to allow dealerships in the area, based on design standards, guidelines to usage, and best practices.  Still, the decision is incumbent upon Windsor Town board to decide on what business(s) they do accept as part of their redevelopment.
